Ogden General Plan Update and Station Area Planning
Overview
As part of Metta Urban Design and in collaboration with Logan Simpson, Chase led a series of virtual design charrettes with Ogden City Planning Staff to support the development of Plan Ogden—a forward-thinking, community-driven comprehensive plan. These collaborative sessions served as an iterative workshop space to explore key planning issues, including tactical neighborhood infill, middle housing integration, urban-to-neighborhood transitions, catalytic redevelopment, and transit-oriented development across multiple station areas.
The visualizations developed during these sessions were central to the planning process. By crafting real-time 3D graphics and illustrative diagrams, Chase helped stakeholders visualize how proposed policies would play out on the ground. These tools not only clarified the intent and impact of various land use strategies but also made abstract ideas tangible, allowing city staff and community members to engage more meaningfully in the policy conversation.
This visual-first approach helped incrementally shape and refine the plan’s direction. As ideas were tested and adjusted in real time during the design charrettes, the emerging graphics reinforced smart growth principles and ensured alignment between community values and policy decisions. Concepts like middle housing and urban transitions—often difficult to grasp through text alone—were made accessible and actionable through compelling visuals that directly informed land use and zoning frameworks.
Ultimately, the process resulted in a stronger, more grounded Plan Ogden—one that reflects the city’s vision while offering practical, illustrated pathways to achieve it.
