Overview
In collaboration with people + place, Chase played a key role in shaping the visual and strategic components of the Heber City Envision 2050. He worked closely with Heber City’s planning staff and City Council members to lead interactive design sessions that explored the city’s rural-urban interface, refined policy direction, and illustrated how Heber could grow while preserving its unique character and small-town charm.
Chase developed a series of 3D graphics and planning visuals that demonstrated how the city could harness regional growth to enhance quality of life—without resorting to aggressive annexation or triggering unsustainable real estate inflation. These visualizations helped residents and decision-makers alike understand the trade-offs and opportunities associated with different growth scenarios.
The community engagement process was both broad and inclusive, resulting in unprecedented public participation and strong community consensus. The clarity and accessibility of the visual materials, combined with responsive policy development, helped build widespread trust—ultimately leading to swift and unanimous adoption of the plan by the City Council.
